Summer Meeting 2009-10 Rule Change Highlights

LOL GENERAL RULES
• Rule changes are only scheduled for discussion at the annual summer meeting
• No personal attacks on the posting board
• Team fees $50 due at the draft- no exceptions
• You will address the commissioner as "commissioner sir,", but only if he addresses you first
• Never use the commissioner's name in vein
- Ex-GMs are 'only' allowed to return if majority vote is allows at summer meeting.
• You must attend the summer meeting in order to take part in the rule discussion/vote or draft
• GM's must be active throughout the year or get the boot at the end (the Bill Parris rule). The collective of League's GM's will make that call (majority rules).
• Use Yahoo indicator on who is injured/suspended.
DRAFT
• Everybody must be at the draft or have a representative drafting for them. The exception is something critical and sudden at the Commissioner's discretion. If he agrees your absence was unavoidable, you will be given the Bubba deal...drafting a team from the dregs.
WINNINGS / PAYOUTS
• Payouts are generally agreed to at the draft or summer meeting and depends on entry and participants.
• A typical payout on a 12 team league with $100 Entry looks like this:
• 1st = $600; 2nd= $300; 3rd= $200; 4th=$100
• Typically 3rd or 4th will only get money back (depending on participants)
• Payouts are on or before the next year's draft date (gives the option for the commish to lock up the money for one year)

ROSTER & DRAFT
• The GM must be present for the draft
• Active Spots: 10 F; 5 D; 3 G
• Must always have non injured/suspended (active) players dressed and filling the roles (in otherwords, no sitting all your goalies to maintain a good GAA or S%.
• You can pick up 3 backup goalies however in theory, and have them in your active roster spots, you just have to have Active players in dressed positions, using Yahoo as the decider.
• 5 IR slots available, and 7 bench spots.
• $300 roto bucks for each team to start the draft
• Every GM must fill out 10 (f) 5 (d) 3 (g) at a minimum, and all 23 spots at the draft
• Teams must always maintain a minimum of 10-5-3
• Only players who are drafted by an NHL are draft eligible, includes retirees.
• Teams returning a following season must keep 3 (f) 2 (d) 1 (g) (cannot go without keepers)
• Each player increases in salary $5
• Keepers must be submitted as per commish's deadline before the draft. Generally date is set week or two before the draft to allow GM's to prepare.
• Once the season starts, you do not have to stay under a $300 limit. Salary and team salary are only applicable at the draft.
• The past year winner gets first throw at the draft, and then the draft moves clockwise around the table
• Each team must take a turn to select a player to auction, starting at a minimum of $1.
• Only whole integers ($1, $2, $3, etc)
• During bidding, the auctioneer will use his discretion and select the GM he felt called first in cases of 2+ GM's tying on a bid.
• 2 draft sheets are used. One is completed by the GM, and the other by the commish. At the end of the draft, both the GM and Commish review their sheets together to ensure all information is accurate.
• Once both GM and Commissioner have agreed on the draft list, the commissioner's copy will become the official copy for the year.
• In cases of salary dispute, the commissioner's team sheets will always be used as final. This includes the salaries posted on this website, (possible keying errors).
WAIVERS & INJURIES
• We maintain 6 Waiver picks this season, used in the same fashion as last year. If you see a player you like on the Yahoo Waiver List, you pick him up and add him to your team. You must then make a drop to stay within the Roster Size limit. You then immediately make a post to let the Commissioner and everybody else know who you picked and who you dropped. Hence the Pick & Post line.
Waiver Salaries - Players plucked off Free Agency retain their Drafted Salary, or $5, whatever is higher. If player is undrafted, then $5 waiver salary. You can make these waiver picks whenever you want. You can blow all five in a day or keep them for the season. You can also trade your waiver picks.
• Injury pickups have changed First off, you can only make an injury move if Yahoo has listed your player with a red IR. At that point, no matter the day of the week or time, you can make an immediate pick up. You must select a player of the same position (so Dman for Dman) and you cannot keep the IR player without burning a waiver. If your IR replacment player goes on IR as well, you must throw him back into free agency (or burn a waiver) and select another active player from the same position as your originally IR'd player. Cannot trade IR players or pickups without expelling waiver. You must post your injury pickup or pickups immediately after making them.
TRADES
• Trade deadline is generally the NHL trade deadline.
• Trades can be made and are unlimited
• You can trade as many people as you want, for as many people as you want (doesn't necessarily have to be even up) as long as you meet the 10-5-3
• Once 2 teams have agreed to a trade, and hit "accept", in order to make the trade legit, you must both post "trade good" to make it official on the post board. Even with the trade accepted, a trade can be vetoed or voided if both GM's do not post "trade good".
• Trade settings set to "league votes for 7 days" to allow time for both GM's to post 'trade good' before the commish releases the trade.
• You can trade back for a player you've already acquired/traded during the season
• No collusion or spoiler trades
PENALTIES
• Roster Freeze for a week.
• Non Compliance to rules around participation, meeting roster minimums, etc
COMPLAINTS
• Are to be made to the Commissioner via email only. Any concerns and problems noted will be kept in anonymity and public posts won't be used to complain about a GMs lack of posting picks or any other problem.
CATEGORIES / SCORING
• Rotisserie style scoring per category
• Goals, Assists, Points, PIMS; +\-; PP Goals; PP Assists; SH Points; Game Winners; Wins; Shut Outs; GAA; Save %
• We will add HITS if Yahoo adds.

Bill Parris Rule #2 - Show up to draft your team or you get the boot.
Phat Bastards Goalie Rule - You must have 3 'active' goalies (no red) dressed in your "G" spots every night, but if you have 4 or 5 active goalies, you do not have to dress a goalie who is playing on a particular night. So if you have 5 active goalies, and only 1 of them has a game scheduled, you do not have to have that goalie in the "G" spot in the lineup that night. You cannot, however, dress "NA" goalies in your starting spot to maintain a high save%/gaa, as the Bastards did one year.
Pavel Bure Rule - Players who were drafted retain their salary when released to the waivers. Players below $5 in salary automatically are bumped to $5 in salary.
